City of Billings, Montana, goes live on CityView

The City of Billings, Montana, is now live on CityView, marking a significant milestone for the platform: Billings is the first municipality to go live with a fully integrated CityView and Questys deployment.

As Montana's largest city, Billings serves a population of approximately 120,000 residents and functions as a major economic and medical hub for a trade area of more than 500,000 people. The City was already part of the Harris family, operating Harris ERP's CitySuite and Questys, before adding CityView to its technology environment in April 2023.

With CityView now live, Billings has a connected system spanning community development and document management. Through the CityView-Questys integration, staff can access permit records, inspection reports, plans, receipts, photographs and correspondence directly within their workflow -- without switching between systems. Questys is an electronic content management solution that centralizes documents, automates document-related processes and makes records instantly searchable, bringing structure and accessibility to what were previously paper-based or disconnected files.

The implementation also includes Electronic Plans Review, which replaces paper plan submissions with a fully digital markup and review process; the Microsoft Outlook and Word Add-ins with Exchange Integration, which keep a complete communications history tied to each CityView record; CityView Mobile, which gives inspectors access to the information they need in the field; and CityView Portal, which allows residents, contractors and design professionals to submit applications, upload plans and track requests online.
