Oakland Agency Selects Municipal Software's CityView for Permitting, Code Enforcement

Victoria, British Columbia, September 23rd, 2005-Municipal Software (TSX-V:MSZ) is pleased to announce that the City of Oakland's (Calif.) Community and Economic Development Agency (CEDA) has selected the company to provide an integrated permitting and code enforcement tracking system (PCETS) for the City. Oakland will use CityView's Application Builder to develop new applications to streamline numerous services.

According to Claudia Cappio, the City's Development Director, "CityView sets the foundation for us to offer a wider variety of services to staff and citizens. Once implemented, we will be able to share information online with citizens and contractors and allow our field staff to work more efficiently via remote access."

CityView Permits & Inspections and CityView Code Enforcement are Municipal Software's two PreBuilts that will be initially deployed. These off-the-shelf products will allow for rapid deployment allowing integration of permit and code enforcement data. The centralization of data will ease coordination between these two functions.

"The City wanted to ensure a seamless integration between the PCETS and the electronic document management system (EDMS) that is being acquired at the same time and the ease of integration of the CityView product was key to our decision," added Mohssen Yassini, CEDA's Information Technology Manager. He continued, "We felt that Municipal Software's track record of providing these sorts of applications for over 23 years spoke volumes." The flexibility of the CityView Application Builder and the wide range of departmental applications were contributing factors for the City. A third-party consultant also identified CityView as the product with the lowest risk.

Iain McLean, Chief Executive Officer for Municipal Software commented, "The City of Oakland has gone through an extremely rigorous selection process and we are delighted that they have chosen us to provide this key capability. We can draw on our experience with other California jurisdictions to help them meet their objectives." Pointing to recent advances by the company McLean continued, "This significant sale further illustrates that Municipal Software has a great solution for local government of any size and that we are a great choice for jurisdictions looking to select software that will grow with them."

"Through the selection and contract negotiation process we have come to know and respect the Municipal Software team," concluded Ms. Cappio. "We feel they have the best product, the best know-how and the best people. CityView will bring Oakland's permitting system into the 21st century."
