Municipal Software Corporation Welcomes Charlotte, NC as a New Client

Victoria, British Columbia, September 10, 2003

Municipal Software Corporation, a leading developer of local government business process automation software and a wholly owned subsidiary of Municipal Solutions Group, Inc. (TSX-V: MSM), is proud to welcome the City of Charlotte, NC (population approx. 600,000), the City of Hartford, CT (population approx. 125,000), the Village of North Aurora, IL (population approx. 7,925) and Cherokee County, GA (population approx.160,000) as new clients.

The City of Charlotte, NC will use CityView 8.NET Enterprise to run its Code Enforcement process which involves 2,500 housing cases and 30,000 nuisance cases per year. The City also hopes to apply CityView to other processes in Neighborhood Development including loan and grant processes. The City's Neighborhood Development Key Business administers the City's HUD grants, is responsible for Code Enforcement for housing and health and sanitation codes, facilitates new housing resources for single family and multi family developments and develops organizational capacity and leadership in the City's neighborhoods.

Municipal Software Corporation President and CEO Robert Bennett said, "I am pleased that the selection team at Charlotte recognizes that CityView is an enterprise platform on which Charlotte can build future departmental or corporate applications, one step at a time. Through the RFP process they learned what the fundamental advantages are in deploying CityView-based systems as compared to the alternatives."

Bennett is also pleased that Charlotte recognized "that the Total Cost of Ownership (TCO) is reduced compared to alternative solutions by the very nature of CityView itself since we provide regular upgrades with no need to start from scratch every time a new version of CityView is released, eliminating the potential of a 'legacy system' in the future. Also, Charlotte's selection team recognized that the CityView implementation process is no more onerous than a traditional implementation of an 'out of the box' solution requiring source code customization and that CityView provides them with increased control of both the implementation process and of the final result."

Other new clients over the summer include the City of Hartford, CT who will use CityView 8.NET Enterprise to automate their Fire Management and NFIRS reporting and Building Permitting. Initially, Hartford will be deploying their CityView application over a browser on their Intranet and they will be using MS SQL server on their backend. They have plans to expand to a number of other departments in the future.

The Village of North Aurora, IL will use CityView 8.NET Enterprise to automate its building and code enforcement departments. North Aurora's selection of CityView underlines the growing concentration of clients that have chosen CityView in the state of Illinois.

Cherokee County, GA will use CityView 8.NET Enterprise to automate their Permitting, Inspections and Planning activities. Cherokee County is Municipal Software's third client in the state of Georgia and the 17th in the region.
