CityView 8.2 Confirms Municipal Software as a Leader in the Local Government Market

Victoria, British Columbia, October 28, 2003

Municipal Software Corporation, a leading developer of local government business process automation software and a wholly owned subsidiary of Municipal Solutions Group, Inc. (TSX-V: MSM), announced today that its latest release of CityView Enterprise version 8.2 is now in general use with new and existing clients.

CityView Enterprise 8.2 is an important advance for Municipal Software Corporation and the local government market in general. It is the company's third version incorporating Microsoft's .Net and Web Services technology and is proven, stable and effective. CityView Enterprise is a software automation tool designed specifically for use in local government. It is used to automate almost everything local government does. It improves service and reduces costs in building departments, planning and zoning, public works, emergency services, licensing, administration and more.

Microsoft recognized Municipal Software's innovative use of technology in CityView version 8.1 when it gave the company the worldwide Packaged Application of the Year Award for CityView's incorporation of the .Net infrastructure at the Microsoft Fusion Awards ceremony in Los Angeles in July 2002. "It was difficult selecting a winner from the outstanding finalists in this category," said Allison Watson, Vice President, WorldWide Partner Sales and Marketing Group at Microsoft, "but Municipal Software Corporation clearly stood out in its innovation and use of Microsoft's latest technologies." Municipal Software Corporation was selected because of its innovative use of Microsoft's latest technologies that offer clear benefits to customers.

Troy Kusy, Municipal Software's V.P. of Product Development said, "CityView Enterprise 8.2 expands its use of the .Net platform in many significant ways. CityView Enterprise 8.1 enabled users to deploy their business processes and maps to the Web, including the ability to transfer desktop security, process payments and upload plans and sketches - all with full reporting on Web usage statistics and no programming required. CityView Enterprise 8.2 gives users use of Active Directory and LDAP in security administration, server security, a sophisticated and customizable spell checker and improved development tools. Perhaps most significant is the ability of clients to publish a CityView Web Services API to aid in the integration with 3rd party software."

Rob Bennett, President of Municipal Software commented, "We are very proud of the leadership role we have taken in making these exciting new capabilities available to the local government market place. We have definitely set a standard that others in the industry are trying to catch up to. Our success has been recognized by the industry through a number of awards and recognitions, both in Canada and the USA. And best of all, existing clients see the benefit of all new capabilities automatically, and with no additional cost, through their software maintenance agreements."

Paul Taylor, Ph.D, Chief Strategy Officer of the Center for Digital Government in Sacramento, CA commented that, "Local governments have a real need for products that give them maximum flexibility, an easy route to providing E-government services and the ability to integrate with and extend the life of numerous legacy investments. CityView's adoption of the .Net technology and its design as an application development tool that local governments can use to develop their own applications goes a long way toward meeting these needs."

CityView Enterprise is used by local governments across Canada and the USA. Clients range in size from the City of Medina, WA with a population of 3,000 up to cities like Denver, CO, Hartford, CT and, Charlotte, NC with populations over 700,000. The use of CityView Enterprise ranges from single department applications to Enterprise-wide systems. Perhaps the most distinguishing characteristic of CityView Enterprise is the ability of clients to use its development tools to evolve and modify their own systems as the scope of their automation increases or as their internal requirements change.

Adrian Molato of the New Jersey Meadowlands Commission said, "Our system had approximately 41 forms and 7 reports that were in use during CityView's initial launch. As of this date, there are 112 forms and 30 reports that are in constant use. All this additional work has been conducted internally without having to pay the vendor any additional money. This definitely shows the power of CityView as an application development tool."

CityView Enterprise is under continuous development with the latest proven technologies. Version 8.3 is scheduled to be released in 2004.
